A prominent Lawyer, former Prosecutor General Sindh, Legal Adviser, Judge of Superior Courts and Professor in Law, Mr Justice (rtd) Dr Rana Muhammad Shamim, has a brilliant career spread over more than five decades. After his Matriculation in 1964, Intermediate in 1966, BA in 1968 and MA (Political Science) in 1970, Justice Rana Muhammad Shamim earned his LLB from the Baha-ud-din Zakariya University Multan in 1982 and LLM from the University of Karachi in 1986. In 2006 he completed his research on “The Role of Judiciary in Enforcement of Fundamental Rights” under the supervision of Mr Justice Ghulam Rabbani, Judge of Hon’ble Supreme Court of Pakistan, and was awarded PhD (Law) degree by the University of Karachi. Mr Justice Rana Muhammad Shamim started practicing law in 1983 in the District Courts, Tribunals and Special Courts at Karachi. He was enrolled as an advocate of High Court of Sindh in 1986 and as an advocate of the Supreme Court of Pakistan in 1998. Mr Justice Rana Muhammad Shamim served as Legal Adviser to the United Nations High Commission for Refugees (1986-1992), served as Panel Legal Adviser to the Consulates General of USA, Italy, Germany, France, Netherlands, Spain, Austria and Poland. He has also served as Legal Advisor to the British High Commissioner at Karachi for 20 years. In the year 2009 he was appointed as Chairman, Department of Law and then Dean, Faculty of Law in the Federal Urdu University Karachi/ Islamabad where he served till 2010. He served as Legal Adviser on retainer-ship basis to the Revenue Division Government of Pakistan, Federal Board of Revenue at Islamabad from 2011 to 2014. On Jan2, 2015 he was appointed as the Chairman, Press Council of Pakistan and on 24th August the same year, he was elevated as the Chief Judge Supreme Appellate Court, Gilgit-Baltistan from where he retired on 30-08-2018. He has to his credit experience of appearing and conducting cases in a County Court of London and Immigration Court at San Francisco in the year 1988 and 1990 respectively. As a Judge of Sindh High Court and as the Chief Judge, Supreme Appellate Court Gilgit-Baltistan, about 750 cases decided by him were reported in various law journals. Likewise, 105 cases in which he represented as counsel either of the parties as an Advocate High Court & Supreme Court of Pakistan were reported to his credit in different Law Journals. He also served as Legal Advisor to all Collectorates of Customs and Directorates of Intelligence & Investigation (Customs, Excise & Sales Tax) Karachi (1987-2006), Habib Bank Ltd, Allied Bank Ltd State Bank of Pakistan (1987-2006) and M/s Top Man Associate (Pvt) Ltd, London (2003-2006), Catholic Association, Karachi. (1992-2006) and M/s Raja Group of Industries (Pvt) Ltd (1993-1995). He held the position as the Associate Member, Parliamentarians Commission for Human Right, Pakistan (2007), Honorary Chairman Legal Aid, Human Rights & Rescue Organization Pakistan (since, 1995), an Executive in M/s Mackinnon Mackenzie (British Shipping Company) from 1975-1983 and as executive of M/s TAQ, a world-known air cargo company (1972-75). Mr Justice Rana Muhammad Shamim was elected as Vice President, Supreme Court Bar Association, (2005-2006) and Member, Pakistan Bar Council (2010-2015). He was appointed Arbitrator in various cases by the Hon’ble Courts of Pakistan. On September 03, 2019, he assumed charge as Vice Chancellor of the SZAB University of Law for a period of four years vide Notification SO(U)U&B/SZABUL/18-19/2019/1281 dated September 2, 2019.
